Background

Explosives are a matter reserved to the United Kingdom Government but it is for the Secretary of State for Northern Ireland to introduce regulations on explosives.  

The Northern Ireland Office's Firearms and Explosives Branch is responsible for explosives legislation and policy and administers the Secretary of State’s explosives licensing functions.
