The Manufacture and Storage of Explosives Regulations (Northern Ireland) 2006 (MSER)

The Manufacture and Storage of Explosives Regulations (Northern Ireland) 2006 came into operation on 1 December 2006 replacing the Explosives Act of 1875 and are concerned with the legitimate manufacture and storage of explosives.  

The key features of the new Regulations are explained here.

The Regulations are supported by a series of documents that may be viewed and most may be freely downloaded –

  1. An Approved Code of Practice and guidance (ACOP) to help businesses comply with the law.  The ACOP has been published by the Health and Safety Executive for Northern Ireland.
  2. Guidance on the standard of security that must be in place before a duty holder will be licensed or registered by the Secretary of State to keep explosives that are attractive to terrorists or criminals.
  3. The application form to register to keep explosives.
  4. The application form for a licence under the Manufacture and Storage of Explosives Regulations (Northern Ireland) 2006
  5. The fees payable.
  6. As part of the application process applicants must declare the name, description and UN number of the explosives that they wish to store using the United Nations classification list.
  7. To apply for a licence to mix explosives on a site (other than at a mine or quarry) this application form must be completed and submitted.
